Dallas Getting Serious on Panhandling?

Dallas actually looking at some decent options on panhandling.

Reports submitted to the city back up what I've been saying for YEARS:  Most are high/drunk and don't want to work.   Most make 40-70$ per hour!  And..we should go after the folks who GIVE them money!

YES!!

However, the idea of them picking up panhandlers to take them to pick up trash for 9$/hr is a joke.  When someone's making $40/hr standing around, they'd have to be an idiot to pick up trash fro $9.

OH..almost all panhandlers are not homeless, according to the report, as well ;)
